When the SaaS your billing team depends on goes down for 14 hours, the question isn’t “can we restore a database?” It’s “can finance still close the month?”
A real BCP program starts with an honest business impact analysis. Which functions can the company live without for an hour, a day, a week? Which vendors are single points of failure? Which staff hold knowledge that nobody else does? Those answers drive the playbooks, not the other way around.
We document, test, and exercise the program with the people who will actually run it during an incident. The output is a set of playbooks short enough that someone will actually read them at 2 a.m.
